Abstract

This research examines the potential contribution of artificial intelligence technologies to advancing urban livability standards within Diyala Governorate, Iraq. The study focuses on four urban centers—Baqubah, Al-Khalis, Al-Muqdadiyah, and Baladrooz—that confront mounting urban pressures, including traffic congestion affecting over one-third of road networks, suboptimal waste collection efficiency (particularly below 60% coverage in peripheral districts), and acute environmental degradation.Adopting an empirical field approach, the investigation engaged a simple random sample of 50 municipal staff members from Baqubah Municipality Directorate, yielding a 90% response rate from 55 initially distributed questionnaires. Data processing utilized SPSS version 26, employing descriptive statistics, Pearson correlation analysis, linear regression modeling, and F-test procedures to validate research hypotheses. Findings indicated strong institutional endorsement for AI implementation, with respondents assigning a mean score of 3.92 to proposed intelligent applications. Urban livability assessment registered a mean of 3.81, revealing pronounced spatial inequity between central districts (68% satisfaction) and peripheral neighborhoods (39% satisfaction). Statistical validation confirmed a significant positive correlation between AI adoption and urban quality indicators (r = 0.720, p < 0.01). Regression outcomes demonstrated that AI applications account for 45.3% of variance in urban livability metrics (R² = 0.453, F = 37.622, p < 0.001). Among service domains, transportation and traffic management emerged as the most responsive sector to AI integration (β = 0.643), followed by waste management systems (β = 0.512). The study advocates for a context-sensitive, incremental AI adoption framework tailored to the fiscal and infrastructural constraints of Iraqi municipalities. Practical entry points include intelligent traffic monitoring at critical intersections, mobile-based citizen reporting platforms for sanitation issues, and route optimization algorithms for waste collection vehicles. Strategic collaboration among municipal authorities, the University of Diyala, and private technology providers is recommended to ensure sustainable implementation and capacity building.
