Abstract

This research aims to analyze the historical background of the ‎development of the seventh group of industrialized nations, ‎clarify the nature of its role in the international system, and ‎ultimately examine its stance on the Russian-Ukrainian war that ‎erupted in 2022. The research adopted a historical-analytical ‎approach linking the group's origins and the evolution of its ‎functions from an economic framework to an influential ‎political-strategic actor in managing an international crises. The ‎roots of the seventh group trace back to the 1970s, as it was ‎founded in 1975 amidst global economic crises, particularly the ‎oil crisis, with the aim of coordinating an economic policies ‎among the major industrialized nations. However, its role ‎underwent a qualitative shift with the end of the Cold War, ‎expanding to include political and security issues. This ‎solidified its position as one of the most prominent informal ‎decision-making centers in the international system, a role that ‎has deepened further in light of the current global challenges. In ‎the context of the Russian-Ukrainian war, the group adopted a ‎unified and coordinated stance, supporting Ukraine and ‎defending the principles of sovereignty and territorial integrity, ‎while simultaneously imposing comprehensive pressure on ‎Russia through a series of economic and financial sanctions. ‎This included providing military and economic aid and ‎intensifying diplomatic efforts to isolate Russia internationally. ‎This approach reflects the continuation of the seventh group's ‎growing a historical role as a strategic actor in managing ‎international crises. However, the effectiveness of this role has ‎appeared limited, as its policies have not led to an end to the ‎war or a swift settlement, given Russia's ability to adapt to ‎pressure and the continued complexities of international power ‎dynamics.‎ The research concluded that the seventh group stance on the ‎Russian-Ukrainian war embodied an attempt to preserve the ‎rules-based international order, but at the same time reflected ‎structural shifts towards a more multilateral international ‎system, posing increasing challenges to the effectiveness of ‎Western frameworks.‎
