Abstract

This study discusses the evolution of bilateral relations between the United States and Colombia during the period from 1981 to 1994, a crucial historical phase that witnessed a radical shift in U.S. foreign policy priorities toward Latin America; during this time, the priority of containing communist expansion gave way to the formulation of the “war on drugs” as a cornerstone of national security. The study employs a historical and analytical approach to examine the mechanisms of security and military cooperation, the issue of extradition treaties, and the extent of U.S. intelligence intervention in combating drug trafficking cartels (Medellín and Cali), as well as the implications of this cooperation for Colombia’s national sovereignty and human rights record. The study also highlights the economic dimensions related to the Andean Trade Preference Act (ATPA) and Colombia’s economic liberalization policy. It concludes that this period laid the structural foundations for the strategic security partnership that was later formalized under the “Plan Colombia”.
